Hi,
On Valmet Finnish Lion STANDARD model, one "click" is 3 millimeters @ 50 meters and one click is 1/12 from a full rotation of the knob.

I´m not sure but I´d say almost for a fact that the target models uses the same rear sight as the Standard.

To correct the name behind the VMT; the name "Valtion metallitehtaat" is correctly translated as "State Metal Plants" and the name was given 1st of may in 1946.
